Provided professional engineering services for the design of a large culvert replacement project for the Indianapolis Department of Public Works. Performed hydrologic and hydraulic modeling, including the creation of HEC-HMS and HEC-RAS models of Avon Creek to determine the appropriate culvert size to meet DPW standards and minimize adverse impacts. The recommended alternative included the replacement of the existing dual-barrel culvert with a 14' x 7' box culvert to meet current drainage standards and minimize environmental impacts. Powers managed the development of construction drawings, as well as assisted with project bidding and performed construction administration services.
